Maybe you should just wait since its a temporarily restricted or try restarting your internet^^

You have whats commonly called "realm down"

You can use this guide to bypass it but it only works if you have a dynamic IP address http://forums.d2jsp.org/topic.php?t=39461179&f=21

If your IP address is static you will just have to wait it out

i think you got a server realm down you just have to wait awhile then try logging in again

you mustve been joining games and leaving too fast

Try not to log in every minute or you'll have to wait a month.
