1- Is it possible for a Smitter to Kill a good Blizzard Sorc?

Blizzard sorcs can be strong, but they are definitely not the most powerful PvP characters. Yes, they can be killed with a Smiter. Either use charge, or practice playing a good Telesmiter or V/T.
