Edit: You told me via PM that someone has already given you the WP to Nihlatak. The red portal won't appear then.

You can also ask somebody to grant you the WP that of which leads you to Nihlathak and reverse your course to that of which leads you to Pindleskin. Good luck kind jamesp43 person of D2JSP.

as far as i know( or remember) red portal will get closed when you touch the wp. so if you have it already, red portal will not open at all.

This is correct. It solely depends on whether the waypoint has been taken or not. The quest itself does not matter.
