it does -15% requirements for armors

given an item was a higher level stat req,
how many lvls could i lower it down with 4hels? (-60% requirments)
if i was lvl 18.

I don't know how good of an idea that would be, although you may be able to wear a high grade armor

you'd also loose alot of open sockets that could be used for jewel's/runes to make you stronger

not 100% sure but im prty sure it doesent lower the lvl jst the req like STR and DEX

this. it does not lower level requirement. had this thought about 5 years ago

Hel runes don't lower the level requirement only the Dex and Str. needed to use the item.
