If Diablo 2 websites can import items from Open Battle.net, why aren't all the items perfect?

Is it a scheme to get more money?

Anyone who understand the reasoning or limits of importing please offer up some information.

Without completely perfect stats, items seem more "legit". Furthermore "unreal" or perfect items would get duped and spread faster and result in a loss in value.
