general help is not used to communicate with your friends
if you have lost access to your private messages, you should be able to bypass it by making topics to "call him out"

Then he is just making spam topics bad idea

You can pm a Mediator and ask him nice if he wanne send your pm

Will jsp instant messenger not work with higher warns?

If it does, then that should their way of communicating if they can't use anything else.
