How do I go about reporting someone for bullying through pms?

You can however contact a Junior Moderator and see if he will do something besides giving you the advice to simply block him.

Yeah, based on that thread, a Junior Moderator seems to be the most appropriate person to contact.

Alright, I blocked him anyways but I'll seek a junior mod tomorrow.
He pm'd me with gibberish when offering on an item and got upset when I told him it was unclear, then I told him I wasn't accepting any more offers from him. He started insulting me and I told him not to pm me and he continued pming me insults.
