My friend created this guild last year but he no longer plays and got himself banned somehow, is there any way I can be made the leader since everyone else in the guild is banned?

No, you cant imo.
I guess you can just leave the guild.

pm someone higher up about it they should be able to xfer it over to you aslong as you pay the 1k xfer fee.
