It's pretty easy with Photoshop.

Filter --> Sharpen --> Sharpen (Photoshop CS2 anyway)

I would imagine GIMP would have something similar (GIMP is free).

Filters --> Enhance --> Sharpen

It may also be worth trying to duplicate the layer and putting the top layer on overlay; this normally makes the final image look a tad sharper with better contrast / colors.
