The emulators themselves are legal. The ROMs are only legal if you own a copy of the game.
There are emulator programs on the android market for sale that are used to run ROM files.
Just search emulator in the market and something will come up.

There is a good deal of misinformation on the Internet regarding the backup/archival copy exception.
