Promotions happen in due time and Kevin was definitely up there on the totem poll.

In time people progress in their moderation skills and when Paul feels someone is ready to handle more responsibilities, he promotes them higher up.

People such as Kevin, Gary, _Mork_, hapycmpr, Lajo..etc have paid their dues and been promoted because of their actions to help better this community. They've been around the block and shown that they can handle any disputes in any section on this site. Hence why they are as high ranking as they are.

Not only did he put time in, but most of all he put quality in.
Technically anyone can become an admin over a period of time in which they show that they have what it takes.
It's a promotion that, just like all others, Paul makes based upon the actions that the user has shown.
