I have a grushed character (lvl 80; fully rushed to hell). when in a norm or nm game, i've never realized that she still needs the baal q. does this mean i can use her as a norm/nm bumper, or is that impossible due to the fact she was grushed? any help is highly appreciated!

yep you can use her is she still dont have the quest done .

Also the only way for you too possibly use a character as a bumper you would have needed to have been Classic rushed ( crushed ) And be one of the
origonal diabloII characters ( amazon , barbarian , sorceress , necromancer , paladin ) , If grushed you have previously completed the baal quest.
