If you are using a router, try resetting it to its default settings (there is usually a button on them to do this)
Also, to access your router's information, and to edit its firewall options, run command prompt, and enter "ipconfig" without the quotations.
It will list to you your computers ip, among others, and your gateway's ip.
Enter that gateway ip into your address bar in your browser, and it should take you to the gateway's configuration page.
If you are unable to access that gateway, and resetting it has no effect, try contacting your service provider and explain your situation to them.
