but the sim card is in perfect condition .. the question i wanna ask ..

if i buy a iphone 4 from apple for 200$ will my at&t sim card work for it ?

200$ for a new iPhone 4? This means you would have to make an other contract with at&t in order to get it that cheap. Anyway, your sim should work because your sim is from at&t, too.
