Depending on your provider (network), shutting down any (WLAN-) connection and restarting the mobile phone will often give out a new IP adress.

If you aren't on a wireless network and you are using the cell towers for internet access, there is no way to reset that. Each phone is assigned one before you buy it. I am sure its possible to hack the phone, but that is not an efficient option.

Now that I think about it more, I really should ask what service you are using to connect to the internet. Cellular service provider or WiFi?
