But if someone else made a character using your character name it will be gone.

If my character supposedyl said "Expired" and someone makes the same name as that one, my account will delete?

I havnt logged on my acc for like 8-9 months and now it doesnt exist.

Well my account does not exist and i just created the same one again right now...wtf?

I believe ShadowFiend is right, I know characters expire after 3 months but I think accounts do too if you never touch them

They do.

I've lost accounts from starting and stopping over the years. I just installed again, and all my accounts are gone again. It's too bad because if I would have known that they would have done the respec thing in this new patch I would've kept my 1.09 accounts active and respecd all my 99s...but they're history now.
