i want one like fraps that i dont have to pay for.

i just want it to be able to record my voice and ingame noise

From experience, I'd personally go with fraps regardless the fact it isn't free.

I've tried other in-game recorders to record -> put on Sony Vegas and edit, but I haven't found one that's as good as fraps over the years of video making.

If you're wanting to stream, I'd suggest VHScrCap (it's free).

Camtasia Studio is free as far as I know. ;)

Fraps is simply the best one to record ingame. Version 1.9d is for free actually, unlike the latest ones.
Camtasia Studio is definitely not for free, it has a 30 day trial, that's all. Furthermore, Camtasia is perfect for recording your desktop, not ingame.
Free programmes that are quite decent: CamStudio, HyperCam.
