When i download it it's marked as a msi File and i can't open it or use it
and then says this error it cannot be found or something (in Chinese )

Just be sure that you didn't download a keylogger or something like that.
Just type in google "Steam lastest version CHIP download".
Then you get the correct download-link.
But be sure that you download the right language.
