So i have this necro helm that has:
+skills
+str
+resists
1os

i want to put a jewel in the socket but am wondering if i put one in with +% enhanced damage along with other mods but will the %ed increase my bone spear damage?? or not??

It wouldn't increase spell damage, no.
Only melee/ranged physical attacks.
