Hey, I've been playing diablo2 for a long time now and have never been very good at pvp because Im Australian and my ping sits around 250. Just wondering if upgrading my internet or anything would change this or is the fact im playing from australia in USWest realm the problem

You won't be able to completely fix the high ping, since there are no servers in Australia. The only way to obtain a good ping is moving to the US, Europe or Asia (where the servers are).

so even with upgraded internet i wont notice any change in my current ping?

It might be slightly improved, but still not enough to play PvP fluently.
