If this is for PvP then yes, but there are different ways to get it.

use 3/20 gloves and u hit the 60 ias bp and 60ias bp is enough for pvp

I would use a eni for pvp because u can skill all in vita and can tele

i use enigma if they have tons of fhr or if they're a smiter
CoH is better for melees imo
