is 30 the minimum post count one should have before he receives sig rights.....

i dont the how or y but a dude was only able to use the sig only after he hit 30 posts...

Maybe he had the link wrong?
OR he had the link there before 15 posts and when it hits 15, you gotta re-edit/save your signature cause it doesn't show up automatically when you hit 15
