you're trying to get a signature to be within the signature limits?

in photoshop, go to image, then image size, set the width to 400 pixels and the height to 150 pixels

or set one of the boundaries, and make sure the other is below the size limit (like 400 pixels wide and less than 150 pixels in height, or 150 pixels in height but less than 400 pixels wide)

to get a transparent background save the image as .png and make sure the background color is transparent (it will look like grey and white checkered squares).
