Make an event here: http://forums.d2jsp.org/events.php
Then request a Mediator

Use My Events and when adding a New Event hit Diablo II - your realm - core - expansion or classic - ladd or nl - then at the bottom Xfer/Mule

Once the event is created you can hit Request A Mediator at the top of the event page
