Can stop certain things from running. Like if I wanted to stop xxxx from running and using up my cpu.

Do not suggest msconfig. I need to find a way to get IE from opening secretly and spamming me with only sound.

I have tried deleting the IE folder but it just comes right back in five seconds so I need a way to block it till I get a reformat disc/reformat.
