The socket quest gives maximum sockets available to that item, I believe.

Yes, the socket quest will give the max amount of sockets possible. On barbarian helms, the max is 3 sockets.
The socket quest does depend on the monsters ilvl that dropped it however. Generally, if you found the item in nm - hell, you'll get the max amount of sockets. If you found it in Act1 of normal, then it will only receive 1 socket.
