Wait 3-4 minutes without making nor joining any games and then try again

Start your internet new , that always helps me .

depending on the modem you use you can reset the modem and that may help you. If that does not work then like me you can not do anything about it and will just have to wait it out. trying preventative steps to try and avoid this sitution. If you do not know what those are pm me and I will respond with them.

idk what i did to get it i was doing cows

It usually occurs when you "drop, lag" out from a game, nothing you can do to prevent it.

in those cases it is normally just the char that you droped with. you will be unable to make a game or join a game with that char for upto or more then 30 min. it is my experience that you can still play your other char though for some reason it is only the one that droped that gets taged sometimes.

been 20 mins and nothing and no i cant play with other chars/accounts but i can on diff realms

Correct, you can play with other characters, only the character you dropped with will be suffering the "join/create game bugs".
The "bug" usually last for 5 minutes.



Try waiting another ten minutes, if it's not working, try restarting your computer, your internet connection and clear the bncache stored inside your Diablo II folder.

you say you were doing cows? I myself can do cows pretty fast. remember if a game is under like 5 min long and that is repeated over the course of an hour or so you can get temp bans. trying slowing down
