I want to resize an image.

The size is 400 pixels wide by 150 pixels high. must also be 70 kilobytes or lower.

Tis all true, as far as an "optimal" size there really is none. It's just a personal preference. I like mine 350 x 125 no real reason why it's just the size I chose when I made my first sig and I stuck with it.
