Are my brother and I both allowed to have separate jsp account if we live in the same house?

Yes, as long as you both follow the rules
Don't post in each others' threads and don't send scammed or any illegally gained FG between each other
If one of you gets locked, the other will too

No neither sending each other FG, and if one if you get locked/banned then the other account will have the same consequences.

Sending FG should be OK, just not from an illegal source (scammed, buying and not paying, laundering, etc)
And don't, like, xfer or mule it for the other person
