how come ppl with locked gold cant read the pms they receive from other ppl? it makes no sense

Thats just the consequences of scamming or whatever else it takes to get locked.

Part of the punishment. Repay your scams and you may have a chance to get your rights back sometime in the near future.

You get pms with private information/instructions from Mediators/Moderators and it would be too dangerous, if you got access to your pms, because you might flood these information to warn other people or compromise the site itself.
