Just use the "Block user" function. If he flame you in topics or something but you don't understand try to pm him and be patient. He understands a bit of spanish.

Block him. Then screenshot all the PM's you've received from him and PM them to a Moderator.
Some things I can understand are pretty bad indeed and shouldn't be taken lightly ;)
