I bought something on paypal but my item has yet to come..

Someone told me to wait a little longer but if it doesn't come then to do a chargeback

What is a chargeback and how does it work exactly?

Does it take the money out of the other person's account and I get it back or what?

And is the process of chargingback hard?

Please lmk.

Ur 1st option is to try & settle it with the merchant/person u purchased the item from

If ur unable 2 work it out with them... Then contact Paypal via there support option & explain ur situation to them

They will start the process of getting ur money back :)

this also if it's a virtual item. i.e. ingame gold, ingame items or anything to that extent your probably screwed cause paypal doesn't support it.

Even if I sent it as a gift I can't get my money back no matter what?

im not for sure but if he did send as gift he might not be able to send it anyways. unless he paid with cc through paypal then he could dispute it with the credit card company.
