what constitutes an authorised outside link?

i want to post something so people can help win a competition, its totally legit but i wanted to know who to pm regarding this (if i have to pm anyone at all)?

JM can handle it. No need to PM kevin or njaguar for them. If JM can't approve it(which 90% of the time they can), they will forward it to someone who can. That way you get the most timely response.
