copy this link: http://www.diabloiiikore.com/photos/-Diablo-III-Monster-Art/thefallen.jpg
paste it into "Background Image URL"
put boxes into "fixed, center center and no-repeat"

You're using the direct link of an image and copy and pasting it in the designated location found on this page, http://forums.d2jsp.org/settings.php?c=33 , correct?
Did you save it afterwards?

Try it again sometimes you will get a error and it will work when tried again.
