You should have all the abilities then. I'm not sure what's stopping you from using that command if you're administrator. I can't think of what else to do, so you'll have to get
some help from someone else or just wait it out.

Try one more time:

cmd
ipconfig /release
ipconfig /renew

well it will let me do the ipconfig /renew but not release?

Hmm...as far as I know you should have to do both.

Try logging onto D2. Don't worry about a failed log-in extending your R/D time, that's an urban myth :P

Often times your computer says you are not an admin, even though you are. If it gives you this error, try running your computer in Safe Mode (only runs certain parts of the computer). You might be able to change your ip address from there, but I'm not certain.

To get to safe mode: Restart your computer. While it is turning back on, hold F5. If it worked, it will give you a list of options. Use the arrow keys to select Safe Mode. Now try to reset your ip address from there.

Are you running Windows 7 or Vista? If yes, that's why it requires the elevated command prompt, to get this, all you have to do is go to Start -> Run -> cmd -> Instead of pressing Enter or "Ok", you press Ctrl + Shift + Enter, and the UAC prompt will open, press yes or ok. It'll now be a command prompt with administrative privileges.
Then try everything they said.

what? tried this and doesnt work i am running vista. i went to run typed cmd then pressed ctl shift enter and then the command popped up and i typed it and still same thing

Go to the start menu, just have it open (not sure if this still works in Vista), type UAC, and put the slider all the way at the bottom, apply / close -> restart pc.
