Not necessarily. I'm pretty sure you're limited to two different threads in the top 50, not completely sure though.
What he's saying is that you can only post back-2-back posts every 4 hours, and only if it's your topic (Meaning you're trying to sell something and you need to bring it up, so you post again 4 hours later to bump it)
