Especially if another device closer is using up more bandwidth, they only push out so much before they cap off.
He has to be pushing at least 10 computers to suck up that much bandwidth on a home network basic cable can handle that. I'm a floor up and 4 rooms away from my router and I get "very good" connection on a 2005 Linksys USB wireless adapter.
Edit: its most likely the server the content is hosted on that is having the problem.
