There's nothing about group policy in administrative tools.

I have UAC turned off and there's no option for me to run as administrator; everything does, or should, automatically.

Turn it on once and run as admin. Maybe its being confused.

Turning off UAC eliminates the whole 'administrator thing' on Vista, meaning to my knowledge that this isn't possible. I suppose I can try it, but it requires two long reboots to activate and deactivate it again, and I'm fairly certain this isn't it.

Process of elimination I work in tech support and a TON of times its always the smallest thing you never suspect :P but its up to you, it probably isn't the right answer but would just eliminate another possibility.

Fair enough, I'll give it a shot. It'll take a few minutes though but I'll let you know if it worked.
