You may have to call your ISP then, could be a port being blocked on their end or in your router (either way they will fix/tell you how to fix it).

Got a new firewall/antivir?
Some of those programs block ports.
Look into your firewall settings and enable all ports.
Maybe this could help you out

Check to see if a proxy somehow was enabled on your browsers. You can usually look for these in settings or options, and then Connections and anything to do with proxies. As stated before, open a command prompt. Type ping www.facebook.com. Try restarting your computer. Hosts file may have been changed or something of that nature. LMK about this.
Noticed most of this was stated already.
Can you access other websites fine? Is it just Facebook?
Please send me a screenshot of your add/remove programs.
You can try flushing your DNS cache. Open command prompt, type: ipconfig /flushdns
