Are you using a firewall?

if so have you made sure that your firewall isn't resticting Bnet's connections

It seems like a FPS issue so connection shouldn't be the problem. It seems like its for sure the computer itself. I'm going to guess windows 7, correct?

Also DX10 or 9?

Hold windows key press R type dxdiag it'll say on the bottom.

Dx 11 it says

Ah.. Well if you did try updating your drivers you may need to reroll to 9/10

I had this problem when i played full screen.

Try putting -w in the end of destination to run windowed mode.

Else as mentioned, try run as compability mode XP sp2
