This is a general issue with using the Steam "find servers" browser in Counter-Strike 1.6. I've played for many years and it's just more of a common bug with the HL engine in general - sometimes you'll refresh servers, other times you won't.

I'd suggest using like gametracker or game-monitor to find servers near your location - it's not a local issue about the refreshing servers in HL engine.

Sometimes, however - it'll refresh without your knowledge and that'll mean you're basically DDoSing yourself due to a lot of incoming WAN Echo Replies are being requested and it just means it'll basically lag you out depending on your network specifications (up/down speeds) - I've had this happen in the past on a 10.0 internet connection - on my upgraded 50.0 I still have the refreshing problems, however I don't get lagged out.


I could suggest this however: Look on your router for a setting of "Disable ping response" - or something similar to "Wan Echo Response" etc. What that'll do is allow your IP to be ping-able and it could solve the problem - or not (I doubt it since it's a common issue in HL engine in general ever since the updates).
