Right, but a linux live cd boots just off the CD, you can mount the hard drive via the live boot and access files on the pc. You can then delete shit that Windows itself prevents you from deleting because its a pussy whipped bitch.

Boot in safe mode, regedit to the folder, right click and change permissions individually from the inside out.
