I'm really not sure what to say, many people join the community daily without any issues so it isn't a problem with the system.
I would recommend that you try a different email, both free (try all: gmail, yahoo, aol and hotmail) and possibly an ISP email address. If that doesn't work and you have searched all folders, turned off any spam filters or anything that could potentially stop it, then contact the administration here:

Edit: One other thing I thought of, maybe his registration didn't go through and he closed the window early. Can you please PM me the username he used to register?
