I believe when an item is scammed, the scammer has to give back the item or has a friend buy that item and give it to the mediator in charge. The mediator will then give you back your item, even when a scammer repays it's not certain he will get unlocked. He has to show he wants to be part of the community again and follow the rules.


But this is still only if the scammer decided to repay his scam.

If someone steals your wallet you don't get the money back...even if you eventually catch them.
