That's not completely correct. Those "fake anti-virus" programs come through malware. Even virus scanners like Avast can't protect your computer from every malware. Therefore I always suggest to scan your computer with malwarebytes as soon as something seems to limit your computer rights or starts advertising through windows popups.

Edit: You will have clear symptoms when being infected with a malware: Mostly you can't open your task manager and some programs don't start anymore.

Open your computer in safemode, and install the malwarebytes and run it.. I've just deleted a virus, and it was similair to yours..
