You can make all kinds of avatars, game avatars included in the Graphic Request Forum
You can't make your own service in there though.

You'll have to look for topics where people ask for avatars instead of making a service there.

On neopets, you can play some of the games and they award you with an avatar. I was asking if I'm allowed to offer that type of service, where I go on their neopets account and play the game for them. xD or get game trophies or other types of things.

I'm pretty sure that's not allowed, seeing as there is no "Make a new Service" button
