I know he has Donor Forum access. You don't have to equip the highest star that you have unlocked and the blue star is what you get if you've never donated and then get Donor Forum access.

He does star upgrades in the donor forum but doesn't change his star.. All his fg is made from poker, I remember playing him for such low games when he was poor..hehe
