Download antivirus tools on another pc and put them on a jump drive or cd, I'd use avg or spybot, or both.

If you try this, don't use a drive or anything, it could infect the drive.

only problem is the virus is blocking my capabilities of running anything. weither it is on the hard drive or flash.

the effected computer is running xp

If Windows XP is the only operating system installed on your computer, booting into Safe Mode with these instructions.

* If the computer is running, shut down Windows, and then turn off the power
* Wait 30 seconds, and then turn the computer on.
* Start tapping the F8 key. The Windows Advanced Options Menu appears. If you begin tapping the F8 key too soon, some computers display a "keyboard error" message. To resolve this, restart the computer and try again.
* Ensure that the Safe mode option is selected.
* Press Enter. The computer then begins to start in Safe mode.
* When you are finished with all troubleshooting, close all programs and restart the computer as you normally would.

Do that to run safe mode.

Haha, you can always format m8.
MalwareBytes can remove this particular threat, and there are also removal guides acoss the web; it's a pretty well known infection

He has no way of getting anything onto his computer.
The infection is blocking access to everything.

There are steps you can take to regain control of the system.
He'll, if worse comes to worse you can boot into a live environment and take care of it from there.
