You have some kind of grimy malware/adware that is preventing you from downloading. Download it on another computer, rename the file, save it to removable media, put the media in the messed up computer, install it, rename the exe, then execute it. Good luck!
Nono, It can download, but anything I try to run, it termanates and says its infected

Sounds to me like you have a nasty virus. If you can't run or install any antivirus software I'd suggest either a system restore, or if that doesn't work, a format.
