I've had similar issues

all you can do is collect topics and PM them to a medi who actually cares

I recommend Him

he should get a verbal, If he keeps it up warn, if he keeps doing it more warn etc

soon he will get banned

also, try to never respond to spam in any way possible

Report the user and if he does it still, take all your threads he has spammed in and send it to a moderator.
